The only way to boot a laptop is disconnect the battery from motherboard and then plug in, PC boots up (you can plugin battery or leave PC without it). I checked the battery health and it shows that battery is 86%. PC is more than 2 years old, so i think it can be battery. But the new one cost ~100 Eur.
